Questions $17.8 million for space station room

There was an article in the Jan 18 Record-Courier in regard to NASA and a $17.8 million test project that will send an inflatable room to the International Space Station. Will someone please explanation how our government justifies such an expenditure when there are so many financial commitments in our government threatened by lack of funds?
